Position Objectives:

PRIMARY OBJECTIVE OF POSITION:

The street maintenance laborer will assist in maintaining the City’s streets, alley’s parking lots, sewer systems, water systems, parks, cemetery, campground, brush site, airport and other City owned facilities in good working order and ensure that the needs of the city are adequately met.

 

SUPERVISION RECEIVED/EXERCISED:

Receives direct supervision from the Director of Public Works or delegated personnel such as the Streets Foreman or Junior Wastewater-Water Operator. Exercises no supervisory duties.

Duties and Responsibilities:

ESSENTIAL FUNCTIONS

Duties shall include, but not be limited to the following areas:

 

General Responsibilities

  • Performs routine minor maintenance of vehicle and equipment.
  • Safely operates heavy equipment such as backhoe, payloader, roller/packer, road-grader, spreader box and trucks, including dumping, hauling and snow plowing; grading gravel alleys and roads.
  • Attends periodic safety meetings to learn safety information and procedures.
  • Performs maintenance on all city owned facilities including, but limited to, Municipal Liquor Store, 52 Wing/Old High School Complex and Civic Center.
  • Perform repairs to drywall, doors, frames, windows, floors and flooring, perform minor electrical repairs.
  • Performs minor routine maintenance as assigned including but not limited to assist in minor plumbing, repairs to fixtures including sinks, toilets and faucets.
  • Performs duties related to heating and cooling operations of City buildings.
  • Operates power equipment as required to perform minor building maintenance and preventative maintenance for City buildings.
  • Assists with snow removal and projects as assigned at the Appleton Municipal Airport
  • Perform related duties as assigned.

 

Streets & Alleys

  • Maintains streets by removing worn or damaged sections, preparing sections for resurfacing, applying surfacing materials, leveling and rolling to ensure proper compaction and grade.
  • Controls traffic and promotes safety for workers and the public at job sites with the placement of traffic cones and warning materials.
  • Assisting with plowing and hauling snow; assists with ice control.
  • Performs snow/ice removal for City buildings and business district sidewalks during winter days.
  • Assists in street sweeping pursuant to established Policy or as directed by supervisor.
  • Ensures catch basins are kept clear of debris.
  • Assist in maintenance of alleys (i.e. fill in potholes), tree pruning, plow and remove snow during winter months.
  • Performs spraying for insects and weeds as directed by supervisor.

 

Water & Wastewater

  • Assist in maintaining the sanitary sewer collection & treatment system: lift stations, sanitary sewer mains and the City Wastewater Treatment Plant.
  • Assist in maintaining the water distribution and treatment system: well, water tower, fire hydrants, water mains, water meters and the City Water Treatment Facility.
  • Assist in monthly utility customer meter reading, disconnections and water turn-on and turn-offs.
  • Performs daily responsibilities at the water and wastewater plant as directed.

 

Parks, Campground, Brush Site & Cemetery

  • Picks up leaves and branches and other debris at scheduled times within the year.
  • Assist in monitoring the brush site for proper use and inform supervisor when items need to be disposed of (i.e. white goods and concrete) or properly burned (brush pile).
  • Maintenance/repair of play structures at city parks.
  • Assist in maintaining hygiene standards for bathrooms at campground and parks, empty the game cleanings from the game cleaning shack at the campground during weekend rounds.
  • Marks appropriate graves for digging and burial.

 

Aquatic Center

  • Assists in maintenance of the Appleton Aquatic Center.
  • Assist in preparing the facility for opening, closing and weatherization.
  • Assists pool staff as directed.

Minimum Requirements:

ESSENTIAL KNOWLEDGE, SKILLS & ABILITIES

  • Basic asphalt procedures, including removal, surface preparation, spreading and compacting.
  • License for and basic understanding of operating heavy equipment.
  • Preliminary understanding of applicable traffic codes and regulations for heavy equipment.
  • Minor building maintenance methods; types and uses of cleaning agents, operation of cleaning equipment.
  • Complete reports and forms such as maintenance reports and vehicle inspections forms.
  • Read and use maps and schematic diagrams.
  • Maintain vehicles, tools and equipment including basic troubleshooting to identify and correct minor mechanical and electrical problems.
  • Read and understand materials such as safety manuals, maintenance manuals and operating instructions for tools, machinery and equipment.
  • Appropriately select and safely use power tools.
  • Follow written and verbal instructions.
  • Work effectively and harmoniously as part of a work crew.
  • Communicate effectively with supervisor, co-workers and the public.

Performing the duties of this job requires the use of equipment and procedures that include but are not limited to:

 

  •   Independently lift and move materials and equipment weighing up to 50 pounds frequently.
  •   Perform physical labor throughout the workday, involving frequent bending, stooping and twisting of the individual body.
  •   Work in all weather conditions including but not limited to dust, dirt, rain, snow and noise.
  •   Regularly work in/near moving traffic.
  •   Climb or work in elevated areas such as street signs or lights
  •   See well enough to read written manuals and instructions, distinguish among color-codes wires and marks; depth perception sufficient to smooth and level asphalt and other materials.

MINIMUM QUALIFICATIONS

  •   High School Diploma or GED
  •   Two Years of general experience in mechanics, heavy equipment or construction
  •   Some minor building maintenance experience
  •   Combination of experience and education that would likely produce the required knowledge and abilities.

 

REQUIRED QUALIFICATIONS

  •   Valid Class B Minnesota Driver’s License with Air Brake Endorsement
