Position Objectives:

JOB SUMMARY:

Under limited direction, supervises, inspects and evaluates the work of personnel in the operations, maintenance and repair of water, sewer and storm drain systems, streets, sidewalks, curbs, gutters, cemetery, swimming pool; performs more complex duties associated with water, sewer and storm drain systems operations.  Performs related work as required.

 

SUPERVISION RECEIVED/EXERCISED:

Receives immediate supervision from the City Administrator.  Exercises supervisory responsibilities over Public Works personnel.

Duties and Responsibilities:

TYPICAL DUTIES:

  • Prepares work plans and schedules; assigns, supervises, trains, inspects and evaluates work of subordinate personnel.
  • Maintains records and prepares reports of work activities.
  • Oversees and inspects work of private contractors.
  • Coordinates work with other field service functions.
  • Processes public inquiries and complaints.
  • Makes recommendations on personnel actions.
  • Assists in the preparation and administrates department budget.
  • Orders materials and supplies.
  • Ensures regulatory compliance in the Water, sewer and storm drain operations.

Monitors the public works budget

Minimum Requirements:

MINIMUM QUALIFICATIONS:

Knowledge of:

  • Approved methods of street, sidewalk, curb, gutter and maintenance and repair.
  • Methods of street construction and inspection.
  • Basic regulations governing the operation of streets, curb and gutters.
  • Basic supervisory practices.
  • Equipment operation and maintenance.
  • Accepted safety practices and OSHA regulations involving water, wastewater and street maintenance.
  • Approved methods and principals of water treatment, water distribution and sewer collections system operations and maintenance.
  • Approved methods and principals of storm drain systems operations and maintenance.
  • Methods of utilities construction and inspection.
  • Regulations governing the operation of water, sewer and storm drain systems.
  • Public Works budgets, and management of the budget

 

Ability to:

  • Prepare work plans and schedules; vehicle maintenance, building maintenance, and equipment and vehicle replacement schedules
  • Assign, supervise, inspect and evaluate work of subordinate personnel.
  • Prepare reports and maintenance records.
  • Meet and deal effectively with the public.
  • Effectively communicate both orally and in writing.
  • Instruct subordinate personnel in proper work methods.
  • Perform complex duties related to street, sidewalk, curb, gutter, water and systems operations, maintenance and repairs.
  • Perform public presentations
  • Effectively communicate with the public

Desirable Training and Experience:

Education:

·         High school graduation or GED required

·         Supplemental training in public works desirable

·         Education in supervisory practices desirable. 

License:

  • Possess a valid Class B Minnesota Driver’s License CDL with Air Brake and manual transmission
  • Prefer Class C Water and Sewer Licenses.

 

Experience:

·         5 years of Municipal experience in all phases of street, storm drain, water systems maintenance and repair

·         2 years of supervisory experience preferred
